17 countries, including Singapore, launch framework to protect critical underwater infrastructure

The cross-regional nature of GUIDE reflects countries’ desire to work together on shared security challenges that transcend geographical regions, said MINDEF.   “GUIDE is an example of how geography is not a barrier, and that countries can collaborate in flexible, issue-based groupings to shape the rules and norms in emerging domains,” it added. Mr Chan said: “Today, the waterways are not just avenues for us to conduct our trade, but underneath those waters are also critical underwater infrastructure that connects our energy grid, our telecommunications grid.” He added: “We don’t want a situation whereby such critical infrastructures are disrupted and all of us get the negative knock-on effect … any attack on one part of the network is an attack on the entire network.  “Any disruption on one part of the network is a disruption on the entire network, and that is why it gives us great joy to see so many countries – from Europe to the Middle East to Southeast Asia, Asia Pacific – coming together.” Global communications networks depend on subsea cables, …

Scientists Say: Metal-Organic Framework

Scientists Say: Metal-Organic Framework

3-D: Short for three-dimensional. This term is an adjective for something that has features that can be described in three dimensions — height, width and length.  atmosphere: The envelope of gases surrounding Earth, another planet or a moon. atom: The basic unit of a chemical element. Atoms are made up of a dense nucleus that contains positively charged protons and uncharged neutrons. The nucleus is orbited by a cloud of negatively charged electrons. carbon dioxide: (or CO2) A colorless, odorless gas produced by all animals when the oxygen they inhale reacts with the carbon-rich foods that they’ve eaten. Carbon dioxide also is released when organic matter burns (including fossil fuels like oil or gas). Carbon dioxide acts as a greenhouse gas, trapping heat in Earth’s atmosphere. Plants convert carbon dioxide into oxygen during photosynthesis, the process they use to make their own food. chemical: A substance formed from two or more atoms that unite (bond) in a fixed proportion and structure. For example, water is a chemical made when two hydrogen atoms bond to one oxygen …

A strong 2040 EU energy efficiency framework is an imperative for energy security, competitiveness and affordability

A strong 2040 EU energy efficiency framework is an imperative for energy security, competitiveness and affordability

In the midst of a new energy crisis resulting from the war in the Middle East, the EU starts its reflections on the design of the energy efficiency framework for the next decade. The post-2030 energy efficiency rules must build on the successes of the current legislation and ensure that energy efficiency remains the starting point for achieving EU energy independence by helping citizens to cut their bills and fossil fuel dependency. In legislative terms, 2040 is just around the corner and the European Commission is expected to present the energy efficiency framework for the next decade by the end of this year, making this a crucial moment to reflect on what energy efficiency policy has achieved, why it is still needed and how it can be further improved. Is energy efficiency policy delivering in the EU? Without energy efficiency, EU energy use in 2023 would have been 29% higher than in 2000, making the EU even more dependent on fossil fuels import. Annual energy savings have grown considerably since 2020, well above the 2000-2014 …

New AI framework autonomously optimizes training data, architectures and algorithms — outperforming human baselines

New AI framework autonomously optimizes training data, architectures and algorithms — outperforming human baselines

AI R&D runs on a cycle of hypothesis, experiment, and analysis — each step demanding substantial manual engineering effort. A new framework from researchers at SII-GAIR aims to close that bottleneck by automating the full optimization loop for training data, model architectures, and learning algorithms. A new framework called ASI-EVOLVE, developed by researchers at the Generative Artificial Intelligence Research Lab (SII-GAIR), aims to solve this bottleneck. Designed as an agentic system for AI-for-AI research, it uses a continuous “learn-design-experiment-analyze” cycle to automate the optimization of the foundational AI stack. In experiments, this self-improvement loop autonomously discovered novel designs that significantly outperformed state-of-the-art human baselines. The system generated novel language model architectures, improved pretraining data pipelines to boost benchmark scores by over 18 points, and designed highly efficient reinforcement learning algorithms.  For enterprise teams running repeated optimization cycles on their AI systems, the framework offers a path to reducing manual engineering overhead while matching or exceeding the performance of human-designed baselines. The data and design bottleneck Engineering teams can only explore a tiny fraction of the …

Senate Republicans unveil immigration funding framework

U.S. Sen. Lindsey Graham (R-SC) speaks to members of the media as the Trump Cabinet briefs members of Congress on Iran at the U.S. Capitol on March 3, 2026 in Washington, DC. Anna Moneymaker | Getty Images Senate Republicans on Tuesday released the text of a budget resolution to fully fund two controversial immigration enforcement agencies at the heart of the ongoing Department of Homeland Security shutdown through the end of President Donald Trump’s term. The resolution seeks to fund the two DHS divisions — Immigration and Customs Enforcement, and Customs and Border Protection — without having to rely on votes from Democratic senators to do so. Opposition from Democrats to funding ICE and CBP first triggered the partial shutdown of DHS and has kept it going. The Senate could take a preliminary vote on the measure as early as Tuesday afternoon. The resolution, which directs the Senate’s Homeland Security and Governmental Affairs and Judiciary committees to draft final immigration enforcement bills, sets a cap of $70 billion for each committee. Trump has set a …

C-Lock builds universal livestock methane measurement framework

C-Lock builds universal livestock methane measurement framework

C-Lock Inc. discusses the urgent need for a standardised measurement framework in livestock methane research to enhance emissions reduction and address current inconsistencies. Livestock agriculture sits at the centre of one of the most urgent and contested conversations in climate science. Enteric fermentation, the digestive process by which ruminant animals break down plant matter in their stomachs, produces methane as a natural by-product, and that methane carries a global warming potential more than 80 times that of carbon dioxide over a 20-year horizon. With cattle populations expected to grow alongside global demand for meat and dairy, the scientific community faces enormous pressure to develop, validate, and scale solutions that meaningfully reduce these emissions. Billions of dollars are now flowing into livestock methane reduction – through feed additives, selective breeding programmes, rumen microbiome research, and precision farming technologies. Governments are introducing policy mandates. Carbon credit frameworks are expanding to cover agricultural emissions. The industry, by any measure, is mobilising. And yet, there is a fundamental problem undermining this entire body of work, one that sits not …

New framework lets AI agents rewrite their own skills without retraining the underlying model

New framework lets AI agents rewrite their own skills without retraining the underlying model

One major challenge in deploying autonomous agents is building systems that can adapt to changes in their environments without the need to retrain the underlying large language models (LLMs). Memento-Skills, a new framework developed by researchers at multiple universities, addresses this bottleneck by giving agents the ability to develop their skills by themselves. “It adds its continual learning capability to the existing offering in the current market, such as OpenClaw and Claude Code,” Jun Wang, co-author of the paper, told VentureBeat. Memento-Skills acts as an evolving external memory, allowing the system to progressively improve its capabilities without modifying the underlying model. The framework provides a set of skills that can be updated and expanded as the agent receives feedback from its environment. For enterprise teams running agents in production, that matters. The alternative — fine-tuning model weights or manually building skills — carries significant operational overhead and data requirements. Memento-Skills sidesteps both. The challenges of building self-evolving agents Self-evolving agents are crucial because they overcome the limitations of frozen language models. Once a model is …
