Gunshots fired in standoff at Philippine Senate over ICC suspect

MANILA: Gunshots broke out at the Philippine Senate on Wednesday (May 13) and people ran for cover after a top politician wanted by the International Criminal Court said his arrest was imminent and security forces entered the building. There were no immediate reports of casualties however, Senate Secretary Mark Llandro Mendoza told reporters following the chaos at the legislature in the capital Manila. Senator Ronald dela Rosa, a former police chief who was the main enforcer of ex-Philippine President Rodrigo Duterte’s bloody “war on drugs”, had earlier urged people to mobilise to prevent his arrest and handover to the ICC. The Hague-based court on Monday unsealed an arrest warrant for dela Rosa on charges of crimes against humanity, the same that 81-year-old Duterte is accused of as he awaits trial in the ICC following his transfer last year. Dela Rosa, 64, has denied involvement in illegal killings. “I am appealing to you, I hope you can help me. Do not allow another Filipino to be brought to The Hague,” he said in a video on …

Duterte’s drug war enforcer urges Philippine president to block ICC arrest

“AVOIDING ARREST” The senator had not been seen publicly since November before emerging on Monday to take part in an unexpected vote that helped Duterte loyalists capture control of the Senate. Video released by the legislative body showed Dela Rosa being chased through the halls of the upper chamber by National Bureau of Investigation (NBI) officers. On Tuesday, NBI director Melvin Matibag told reporters Dela Rosa had travelled to the Senate in the car of a fellow lawmaker, then bolted when approached by two agents attempting to serve a warrant. He also denied that Dela Rosa had been “tackled and wrestled”, saying the senator had tripped on the stairs while being pursued. “He was literally avoiding arrest,” Matibag said. “I was asked why there was a chase. I said he ran, that’s why we chased him.” Newly elected Senate President Alan Peter Cayetano told reporters on Monday that Dela Rosa was under the Senate’s protection. “We will allow an arrest under the condition that it is a Philippine court,” Cayetano said. Asked Tuesday if he …

Ronald Dela Rosa was pictured by local media fleeing into the Senate building on Monday, as police sought to detain him. Recommended Stories list of 3 itemsend of list The warrant, which had been held under seal since November, was spurred by the former police chief’s role in ex-President Rodrigo Duterte’s deadly war on drugs, which prosecutors ‌say killed tens of thousands during his time in office in 2016-2022. The ICC confirmed on Monday evening that the warrant had been issued confidentially on November 6. It charges Dela Rosa as an “indirect co-perpetrator” in the “crime against humanity of murder”. ICC Orders $8.5 Million in Compensation for Victims of Timbuktu Islamist Who Imposed Sharia Law

THE HAGUE, April 28 (Reuters) – More than 65,000 victims of a Malian Islamist who was a key figure in the police force that imposed sharia law on Timbuktu in 2012 and ordered public floggings and other punishments, should receive a combined 7.25 million ‌euros ($8.5 million) in compensation, International Criminal ‌Court judges said on Tuesday.  The reparations will largely be in the form of collective rehabilitation measures including educational programs and training and psychological support, focused particularly on women and girls who were victimised by Al Hassan Ag Abdoul Aziz, the judges said. Women and girls suffered persecution – one of the crimes for which Al Hassan was convicted – as their lives were the most closely controlled by the Islamic police. They were only allowed to leave their homes if they wore particular clothing, and many came to dread going outdoors, the judges said. Al Hassan, who was convicted in June 2024 of eight counts of war crimes and crimes against humanity, could not pay the reparations himself, judges said, and they asked …

Justice, in ICC Prosecutor Khan’s case, resides in the reasoning of judges | ICC

In January, I was retained by the prosecutor of the International Criminal Court (ICC), Karim Khan, who is facing an investigation into allegations of misconduct and abuse of authority. I was tasked with undertaking a gender-competent analysis of the then-undisclosed evidence collected by the United Nations Office of Internal Oversight Services (OIOS), which was tasked by the president of the Assembly of States Parties (ASP) with the inquiry. I would also lead the drafting of defence submissions to the Judicial Panel, comprising three eminent judges selected by the Bureau of the ASP, the ICC’s executive oversight body. The Judicial Panel was charged with legally characterising any facts found by the OIOS in the course of its investigation. This process, not contemplated in existing court regulations, was designed and implemented by the bureau and established specifically for this complaint. As a condition of receiving the disclosure, I signed a confidentiality agreement that bars me from discussing the evidence. I am permitted, however, to respond to any inaccurate or misleading information placed into the public domain. I …

Duterte’s drug war faces judgement at the ICC | Rodrigo Duterte

Listen to this article | 6 mins info As world institutions wobble, The Hague has unexpectedly become the stage for a reckoning long denied in the Philippines. Proceedings at the International Criminal Court (ICC) in late February offered a rare glimpse of accountability at a moment when global norms feel increasingly fragile. The court held a hearing in the case against former Philippine President Rodrigo Duterte to confirm charges for crimes against humanity committed during the so‑called “war on drugs”. For the families of those killed in the “drug war” watching tearfully from the public gallery, this hearing marked the first real step towards justice after years of violence, denial, and dehumanisation of their loved ones. As a Filipino lawyer and counsel for the victims, Joel Butuyan, told the court, “Truth is the antidote to the virus of impunity.” A three-judge panel – women from Romania, Mexico and Benin – heard arguments from prosecutors, victims’ counsel, and Duterte’s defence lawyer. Their task was not to determine guilt, but to assess whether there is sufficient evidence for the …
