It’s called Minamitorishima, and it’s a small atoll in the Pacific Ocean. It is one of the most remote islands in Japan’s vast archipelago, so much so that it lies nearly 2,000 kilometers southeast of Tokyo. Yet from the depths of the surrounding seas may come a tremendous gift for the country’s economy. It is there, as deep as 6,000 meters undersea, that a group of Japanese researchers succeeded in a veritable mission impossible: the recovery of sediments containing rare-earth elements from one of the most promising underwater deposits discovered in recent years. The feat is set to strengthen Japan’s role in the increasingly crucial rare earths sector, a central element in the trade war between China and the United States. Indeed, Japan is the only major industrial country that, while remaining partially exposed, has managed to significantly reduce its dependence on Beijing. Chinese President Xi Jinping met with Kuomintang party chair Cheng Li-wun in Beijing on Friday, the first encounter between Xi and a sitting Taiwanese opposition leader in nearly a decade. In a readout released by Chinese state media, Xi said Beijing “welcomes any proposals conducive to the peaceful development of cross-strait relations.” That’s according to a CNBC translation of the statement in Chinese. Xi also reiterated that “‘Taiwan independence’ is the primary threat undermining stability across the Taiwan Strait,” calling on party leaders on the mainland and Taiwan to oppose “separatism and foreign interference.” Cheng took the helm last October of the largest opposition party at a time of rising military and political tensions with the mainland. The independence of the Federal Reserve System has become a major source of public controversy. As political leaders signal dissatisfaction with monetary policy, officials and commentators rush to defend the central bank’s insulation from democratic pressure. We are told, as if it were self-evident, that central bank independence is a pillar of sound economic governance. But this confidence is misplaced. The economic case for central bank independence is far weaker than its defenders suggest. And the constitutional case is weaker still. Start with economics. The standard argument is that independent central banks deliver low and stable inflation because they are insulated from short-term political incentives. Elected officials, facing electoral pressures, might be tempted to juice the economy with artificially loose monetary policy. By contrast, independent technocrats can take the long view. Early empirical studies did show that countries with independent central banks experienced lower inflation. Yet more recent research has cast doubt on this relationship. We know the government is keen for more mainstream schools to provide comprehensive support for SEND children.  I’m pleased that at Launceston College we’re already ahead of the game as we have a successful on-site alternative resource base (ARB).  All ARB students have EHCPs for autism or moderate-to-severe learning difficulties, and we now educate 32 students there.  We’ve significantly contributed to the specialist provision offer in Cornwall, ensuring more SEND students have access to high-quality education and support. We believe strongly in supporting and encouraging all SEND children to achieve their full potential and our ARB is one of the few in the county where students leave with qualifications.  They gain English, maths, science, vocational life skills and IT qualifications, with some taking GCSEs as well.  Every ARB student also moves on to further education, and we arrange visits to a range of post-16 providers, ensuring students are prepared for life beyond school and have access to opportunities that align with their aspirations.
