CNA Explains: What are protected cell companies, and why does Singapore want them for the insurance industry?

CNA Explains: What are protected cell companies, and why does Singapore want them for the insurance industry?

WHO STANDS TO BENEFIT? The proposal is not aimed at ordinary retail insurance policies. Instead, MAS has identified three main uses: Captive insurance Some large firms create their own insurance companies, known as captive insurers, to cover their own business risks instead of relying entirely on commercial insurers. The PCC framework would allow smaller companies to participate through “rent-a-captive” arrangements, where they lease a protected cell instead of setting up an entire captive insurer. Mr Simon Goh, partner and head of law firm Rajah & Tann’s insurance and reinsurance practice, said this could help companies that “may not typically have the means or the resources or the economic justification to set up its own captive insurer”. Insurance-linked securities Insurance-linked securities allow insurers to transfer risks to investors through the capital markets. One example is catastrophe bonds, which transfer the financial risk of major disasters, such as earthquakes or hurricanes, to investors in return for potentially higher returns. Currently, each transaction usually requires a separate special purpose vehicle. Under a PCC, multiple transactions could instead be …

CNA Explains: Europe is baking under a heat dome. What is it?

Is a heat dome linked to climate change? Climate scientists suspect that they could be linked, said Prof Koh, noting that Europe has experienced more frequent heat domes in the past decade than in previous decades. Heat domes are natural occurrences which happen from time to time, he said, adding that the longer a high-pressure system stays, the more intense the heat dome will be.  “At its root, the phenomenon is not caused by climate change,” he added.  However, Prof Koh noted that as global warming causes the Arctic to heat up more quickly than the rest of the world, the jet stream in the northern hemisphere is expected to weaken. “This would make it easier for heat domes to form,” he said. “Climate scientists suspect that this is linked to global warming.” Scientists say the current heatwave is making extreme events more likely and severe. A recent scientific study found that the current heatwave in Europe was “significantly exacerbated by human-induced climate change”. Without global warming, temperatures would have been 2°C to 4°C lower. …

CNA Explains: Will petrol prices go down if the Iran war ends?

SINGAPORE: When the Middle East conflict erupted, oil markets reacted almost instantly – and Singapore motorists felt it within days. Petrol prices have surged by as much as S$0.40 (US$0.30) a litre in under a week, with some grades now crossing S$4 a litre for the first time in years. Global oil prices have swung violently in both directions. Brent crude, the international benchmark, climbed above US$119 on Monday (Mar 9) before tumbling below US$90 after US President Donald Trump said the war could end “very soon”. For drivers already feeling the pinch, it comes down to this: why did prices spike so fast, will they come back down, and how quickly? CNA breaks it down. How much have pump prices risen? A week ago, most Singapore drivers were paying S$2.88 per litre for 95-octane fuel.  As of Tuesday, the price per litre has sailed past S$3 – Caltex is charging S$3.35, Shell and Esso S$3.31 and SPC S$3.14. For premium fuel, Shell is charging S$4.05 a litre. Filling up a Toyota Noah Hybrid – …

CNA Explains: What are Roblox and Gorebox, and how might they be used for radicalisation?

“Bright visuals, playful avatars, fantasy worlds and cute imagery create an environment that feels safe and familiar, even when harmful interactions are taking place,” she said. Groomers also exploit the developmental gaps of children, who are developing critical skills such as impulse control, boundary recognition and the ability to detect manipulation. Many children also remain silent in such encounters due to fear of punishment, shame or losing access to games, hence letting the harm escalate without adult awareness, said Assoc Prof Razwana. WHAT SHOULD SINGAPORE DO? Mr Singh noted that “there is a grey area” when it comes to regulating a platform like Roblox. “The issue is that it sits between a game and an application. If you look at the IMDA’s regulations and everything, it’s more to do with social media,” he said. “Do we need a new law or legislation altogether to look at games like Roblox?” He added that when gaming platforms first emerged as a radicalisation threat back around 2015, they typically targeted older players. “For Roblox, it seems the target …

CNA Explains: What a US intervention in Iran could look like as Trump considers options

WILL TRUMP USE MILITARY FORCE IN IRAN? Both Dr Dorsey and Dr Samaan acknowledged the possibility of US military intervention in Iran following its recent strike in Venezuela, which may have emboldened Trump. “He clearly feels that the United States has the military power, the military ability and the power to impose its will on other countries,” Dr Dorsey said.  “Military intervention, whether a one-time operation or a series of sustained operations, is designed to embolden the protesters, to give them a sense that the world’s most powerful man has their back, and that by doing so, he increases the chances of a regime change,” he added. Still, Dr Dorsey pointed out that any intervention in Iran would not be as “simple” as the US operation in Venezuela. “Iran has battle-hardened military forces. It is also a much bigger country than Venezuela and it’s got a very cohesive regime,” he told CNA, noting that the US also does not have an aircraft carrier group in the region at this point. “Obviously, he has significant forces, …
