That event, first reported by Reuters, left the experimental robots disconnected and bobbing in the ocean for nearly an hour off the coast of California. It was one of several Pentagon experiments disrupted by the Starlink blackout, according to Reuters. That global outage left millions of Starlink customers in the dark back in August of 2025, dealing a blow to the company’s image as an always-on satellite internet provider. While service was eventually restored, the incident left customers frustrated and analysts concerned. According to the company website, Starlink offers “high-speed, low-latency internet with more than 99.9 percent average uptime and reliable connectivity around the globe.” That remaining 0.1 percent clearly represents a lingering pain point, though. France is to double penalties for ships that fail to fly a flag or refuse to comply, a draft law showed Wednesday, in what an informed source said was a bid to strengthen measures against Russia’s “shadow fleet”. The move comes as France has, since September, boarded three ships suspected of being part of the fleet transporting Russian oil in violation of Western sanctions over the invasion of Ukraine. Vessels in the “shadow fleet” frequently change the flags they fly, a practice known as flag-hopping, and sometimes sail under invalid flags in an attempt to escape detection and tracking. France will now punish those who fail to fly the correct flag or refuse to comply with orders to stop the ship with up to two years in prison and a fine of €300,000 ($351,000), according to a draft update to France’s military planning law seen by AFP on Wednesday. The Russian LNG tanker has been drifting in the Mediterranean since a Libyan towing operation failed four days earlier. This is the latest twist in a maritime saga that began on March 3 off the Libyan coast. The Arctic Metagaz caught fire following an explosion while carrying 60,000 tonnes of liquefied natural gas (LNG) – natural gas cooled to -160°C to facilitate transport. All crew members were rescued. Although Ukraine has not claimed responsibility for the incident, Russia has accused Kyiv of targeting the tanker with naval drones launched from Libya. A French court Monday issued an arrest warrant and a one-year jail sentence against the Chinese captain of a suspected Russian “shadow fleet” tanker over failing to comply with orders to stop his ship. Chen Zhangjie, 39, was sentenced in absentia after the French navy boarded the Boracay tanker in September before releasing the vessel and its crew days later, in what Russian President Vladimir Putin condemned as “piracy”. The court in the western city of Brest also ordered Zhangjie to pay a 150,000-euro ($172,000) fine.
