Congress Expands Holocaust Art Recovery Law, Targeting Museum Defenses

Congress has moved to give new life to a law meant to help families recover art stolen during the Holocaust, while at the same time reopening a long-running battle between heirs and the institutions that still hold those works. The US House of Representatives on Monday approved an extension of the Holocaust Expropriated Art Recovery (HEAR) Act, a 2016 law designed to make it easier for victims’ descendants to bring restitution claims decades after the fact. The measure, according to the New York Times, which had already passed the Senate unanimously, now heads to President Donald Trump’s desk. Related Articles At its core, the change is about time. The original law gave heirs up to six years to file a claim after identifying a looted work, sidestepping the usual statute-of-limitations arguments that museums have often used to block cases. But courts have still, at times, leaned on the passage of decades to dismiss claims, arguing that it leaves current owners unable to mount a fair defense. The new bill tries to close that door. It would limit …

If the legislation ultimately becomes law, it would expand the state’s ability to investigate and pursue companies running sweepstakes-style online casino platforms and other illegal internet gambling operations. Lawmakers unveil BETS OFF Act targeting prediction markets linked to government

U.S. lawmakers on Tuesday (March 17) rolled out new legislation aimed at shutting down certain prediction markets that allow people to wager on geopolitical developments, government decisions, and other real-world events. Sen. Chris Murphy and Rep. Greg Casar introduced what they call the Banning Event Trading on Sensitive Operations and Federal Functions Act, or the BETS OFF Act. Their proposal would block betting platforms from offering contracts tied to government actions or situations where insiders might already know, or directly influence the outcome. "These are fundamentally corrupt markets. They are rife with insider trading, and they offer incredibly perverse incentives, especially inside government, for government actors to push official decision-making towards their financial interests." – @ChrisMurphyCT @RWW — Suswati Basu (@suswatibasu) March 17, 2026 Murphy argued that these markets create dangerous incentives and open the door to abuse by people with privileged information. “These are fundamentally corrupt markets. They are rife with insider trading, and they offer incredibly perverse incentives, especially inside the government,” Murphy said at a press conference introducing the bill. If passed, …

Then Russia launched its full-scale invasion of Ukraine in February 2022, and everything changed.   Suddenly, Ukrainian combat units wanted any equipment they could get their hands on, and they were willing to try out ideas that might not have made the cut in peacetime.  Within weeks, the scooters were on the front line—and even behind it, being used on daring reconnaissance missions. Lawmakers introduce bipartisan POINTS Act targeting gambling addiction treatment funding

A group of Republican and Democratic lawmakers in the U.S. House has rolled out new legislation designed to expand prevention, treatment and recovery services for people struggling with gambling addiction. The proposal is said to be one of the most significant federal attempts in more than a decade to address the growing public health concerns tied to legalized betting. The measure is called the Providing Opportunities for Individuals in Need of Treatment and Support (POINTS) Act of 2026. Rep. Erin Houchin of Indiana introduced the bill with Reps. Andrea Salinas of Oregon, Mariannette Miller-Meeks of Iowa and Troy Carter of Louisiana during Problem Gambling Awareness Month. If approved by Congress, the legislation would create a dedicated stream of federal funding for gambling addiction services by redirecting a share of existing sports wagering tax revenue. Lawmakers say the approach would fund prevention, screening, intervention and treatment programs without creating new taxes. “Gambling addiction can quietly devastate families,” Houchin said in a statement announcing the bill. “The financial damage and emotional strain often build over time and …

Defense official reveals how AI chatbots could be used for targeting decisions

The official described this as an example use case of how things might work, but would not confirm or deny whether it represents how AI systems are currently being used. Other outlets have reported that Anthropic’s Claude has been integrated into existing military AI systems and used in operations in Iran and Venezuela, but the official’s comments add insight into the specific role chatbots may play, particularly in accelerating the search for targets. They also shed light on the way it’s deploying two different AI technologies, each with distinct limitations. Since at least 2017, the US military has been working on a “big data” initiative called Maven. It uses older types of AI, particularly computer vision, to analyze the oceans of data and imagery collected by the Pentagon. Maven might take thousands of hours of aerial drone footage, for example, and algorithmically identify targets. A 2024 report from Georgetown showed soldiers using the system to select targets and vet them, which sped up the process to get approval for these targets. Soldiers interacted with Maven …
