Isle of Man Assisted Dying Bill sent for Royal Assent – again! – Humanists UK

The Isle of Man’s Assisted Dying Bill has been sent for Royal Assent for a second time. Humanists UK is calling on the UK Government to swiftly grant Royal Assent and avoid a constitutional crisis. Yesterday, Tynwald, the Isle of Man’s parliament, voted in favour of further amendments to the Assisted Dying Bill, requested by the UK Government. It approved the amendments by 16 votes to 6 in the House of Keys, their lower chamber, and 5 votes to 1 in the Legislative Council, the upper chamber. The amendments were brought forward after the UK Government blocked the legislation, arguing that further changes were needed to be made explicit on the face of the Bill before it could be recommended for Royal Assent. Humanists UK questioned how a challenge to the Bill on European Convention on Human Rights (ECHR) grounds could be possible, given that nine European countries allow legal assisted dying in some form, all of them having more permissive systems than the Isle of Man’s proposed law. Excavations at Kolona, an archaeological site on the Greek island of Aegina, have uncovered a trove of gold jewelry dating to the Middle Bronze Age. The discovery was made inside a large stone building near a defensive wall built during the ancient settlement’s expansion, just outside what is generally considered the site’s inner area. The site, located near Aegina’s modern northwest harbor, was under continuous excavation last year, with the jewelry hoard marking one of the season’s highlights, according to the Greek Ministry of Culture. Related Articles Among the discoveries was a variety of gold ornaments: disc-shaped pendants, some double-sided and others featuring biconical elements; delicate gold plaques; and beads of carnelian—a reddish-orange chalcedony quartz, also known as “sunset stone,” which was associated with courage in ancient Rome. All together, the items likely comprise a single piece of jewelry, likely a necklace or pendant. UK Government blocks Isle of Man’s Assisted Dying Bill – Humanists UK

The UK’s Ministry of Justice says it’s unable to recommend the Isle of Man’s Assisted Dying Bill for Royal Assent. Humanists UK is deeply disappointed by this and questions how a challenge to the Bill on European Convention on Human Rights (ECHR) grounds could be possible, seeing as nine European countries allow legal assisted dying in some form, nearly all of them having a more permissive system than the Isle of Man’s proposed law. The Bill, introduced by Dr Alex Allinson MHK, passed its final stage in Tynwald over a year ago on 25 March 2025 and was then submitted for Royal Assent. The Isle of Man Government has received a letter from the Ministry of Justice, which had sought clarity on the arrangements for monitoring assisted deaths, safeguards against coercion, and ensuring individuals have the capacity to make decisions. The Manx government provided comprehensive assurances and commitments that would mitigate the legal risk significantly. The Isle of Man’s Assisted Dying Bill may lead to a democratic crisis, the Assisted Dying Coalition has warned, as Royal Assent has not been given 11 months after the Bill passed its final stage in Tynwald. The Assisted Dying Coalition is calling on the Ministry of Justice not to thwart the democratic will of the Isle of Man, and to resolve all issues and grant Royal Assent as soon as possible. The Bill, introduced by Dr Alex Allinson MHK, passed its final stage in Tynwald on 25 March 2025 and was then submitted for Royal Assent. It will allow mentally competent adults who are terminally ill, with a life expectancy of 12 months or fewer and at least five years’ residency on the Island, to request an assisted death under strict safeguards. Chief Minister Alfred Cannan, who voted against the legislation, told the House of Keys, the parliament’s lower chamber, that the delay stems from queries raised by Westminster’s Ministry of Justice regarding the Bill’s implementation and safeguards. The gambling watchdog of Isle of Man has hit a former online betting company with a £200,000 ($273,000) penalty after an inspection exposed deep flaws in its anti-money-laundering (AML) controls. The action was announced on Friday (February 6), when the Gambling Supervision Commission published the results of an enforcement investigation into Shelgeyr Limited. Shelgeyr operated under an Isle of Man licence from November 2018 until July 2024, when it voluntarily gave up its approval to offer online gambling services. Details of the enforcement action Regulators said the review uncovered repeated breaches of the Gambling (Anti-Money Laundering and Countering the Financing of Terrorism) Code 2019. According to the commission, the company fell short across core safeguards, including enhanced due diligence, customer checks, record-keeping, risk assessments and ongoing monitoring of player activity. Inspectors found that accounts were left open without the extra scrutiny required for higher-risk customers, even after red flags had been identified. A woman has been charged with murder after the death of a one-year-old girl on the Isle of Wight in August last year. Jayla-Jean Mclaren died in hospital on 3 August, two days after she was taken there with serious injuries, Hampshire Police said. On Thursday, the force said Samara Jay Glover has been charged with murder and causing or allowing the death of a child. The 27-year-old, of Newport, remains in custody, police said. A 31-year-old man, also from Newport, was previously arrested on suspicion of murder, causing or allowing the death of a child, and causing assault/ill treatment/neglect/abandonment of a child/young person to cause unnecessary suffering/injury. He has been released on conditional bail until 27 April. The Isle of Man’s parliament has voted to end ex officio voting rights for an Anglican bishop in its upper chamber. The National Secular Society, which lobbied legislators at every stage of the bill, welcomed its passage as a “long-overdue step towards a more democratic Isle of Man”. The Church of England’s bishop of Sodor and Man sits and votes by right in the Legislative Council, the upper chamber of Tynwald, the Manx parliament. A bill to strip the bishop of voting rights was passed today, with a wrecking amendment to delay the decision defeated. The bill will come into force either when the incumbent bishop’s tenure ends, or five years from the bill gaining royal assent, whichever comes earlier. The NSS called on the UK Government to follow suit and end “bishops’ privileges in the House of Lords once and for all”. Twenty-six Church of England bishops sit and vote by right in the Lords.
